    Is there any way to enable ART on my current Kit Kat?
    Settings -> Developer options -> Select Runtime (Change it to ART from Dalvik) -> Reboot.
    I have tested it in my Moto E & it is buggy, some apps doesn't work plus too much of memory footprints. Also, no-improvements/slight improvement I have seen in loading time.

    Go in settings -> About Phone -> Tap 'Build number' three times (maybe 5 in other manufacturers) and developer option will appear in 'Settings'.
    IDK about Custom Androids.
