    Actually it was about modelling of speech signal.
    A speech signal is modeled using a linear filter that has a short time frequency response.

    From what I read, speech signals (which are time-varying wrt frequency and amplitude) need to apply the Short-Time Fourier Transform to get converted from time to frequency domain. Probably this filter is designed to be applied to such time-varying signals in the frequency domain, hence the name.
