Permission for final year project..!!!

hello Ceans ,
I am in final year now and we need to start our project in the month of feb. Our department HOD suggested that it would be good and worth doing in govt.Organisations and i tried getting the permission but getting into is very difficult and it would be easy if there is any employee known to you ...so i request any of the CEans who are working in govt organisations in Chennai would help me getting permission.
I belong to Electronics and Communication department.
