Here is the problem i face Currently, I'm using Windows 8(Genuine), Make & Model HP Pavilion 15 Notebook & PC 15- E015TX,
The problem is while connecting over public wifi(wireless network-WLAN) the connection is showing Limited, same as while connecting through LAN.

I have done all the troubleshootings but nothing made it better,
    like
    1.Updating Wifi & LAN drivers,
    2.cmd prompt codes like 'ipconfig/release' & followed by 'ipconfig/renew',
3.Updating/Installing Win 8.1 also didn't give any change
    Limited
so anyone have solution apart from these, other than formatting OS,..?
if, YES please help me, who is in a bad situation!.

can you post the troubleshoot results?
I mean after you click 'help me solve connection issues' what does the troubleshoot say?

And one more thing we use Proxy here 172.16.0.19 port:8080
i tried both the way like with & without proxy i didn't give any change.
Before updating to Win 8.1, I can't able to reach properties and configuration IP. at that time showed up Error message like '
In Order to Configure TCP/IP, You Must Install and Enable a Network Adapter Card'
i didn't get what does this mean! after i went through the processes as i said above.

is the IP address statically assigned? or dynamically using DHCP?
are you able to reach your local loopback IP? 127.0.0.1?
can you reach your default gateway?
can you reach any other website apart from microsoft.com?
did you try reaching an IP and not a name?
for ex 'ping 74.125.237.132' and not 'ping google.com'?

Where are you actually connecting this laptop? Home? Office?

By Public WLAN you mean you are connecting to an ISP provided hotspot or a free Wifi point like in a cafe?

Limited connectivity errors usually stem from authentication issues, proxy issues or general internet connectivity loss beyond the router you are connecting to.

Right. College wifi authentication may involve the use of certain proxy settings and/or security certificates. Based on experience, settings & certificates can run into Windows compatibility issues even if you follow step by step.

Can you summarize what was the instructions given by your college IT admin on the procedure to connect to the college wifi? i.e what settings to use. Different colleges have different methods.

Just go to proxy setting in browser and enter the proxy, which is allotted to the block that you located.

    Problem solved:
After re-installing windows 8 and updating to windows 8.1, regular windows update after updating to Win 8.1 will solve the problem

    Note.
If signal range is too weak & too much traffic to Wifi, Windows shows limited and internet connection gets slow to everyone.
if the signal is Very good and connection is fast windows didn't showed up limited.
