Why always bearing is assembled on shaft? And why not in the hub?

In many applications first bearings are assembled on the shaft and then the hub is mounted over the bearings? Why can't bearing mounted in hub and then assemble on the shaft?

In almost all fixed installations it is the other way round. Where two bearings are used one is fixed while the other can be adjustable.
