Is it related to Gauss's theoram? Or Coloumb's law? Because the relation between distance and charge was discussed in these laws. 

The force on isolated charge is directly proportional to the magnitude of charge (present in intensity of electric field).

and inversely proportional to the square of distance between the charge and the point where we have to calculate the intensity of electric field.
