Ankita KatdareThe WhatsApp UI Update (which looks a lot like a material skin, instead of the complete material design) was released for all Android users. -
Satya Swaroop DashThe same goes for Google apps too. Even though one is on an older Android version they are able to get Google apps such as GMail, Play Store and Photos in Material Design.
