Digital Counter Chip Project

Note: As of 2009-07-16 15:00 nobody offered yet a turn key solution to my question, so please go ahead and contact me if you can resolve the question /project.

I have a school project to design a counter to drive the lights of a toy /game ... My father is a mechanical engineer and does not know to help me with this project ...
1. I can pay 50$ by mail for help with this, hopefully for you, as a specialist, simple project. I need a turn key solution, as I know nothing about electronics.
Let me know by email (see contact at the bottom) that you have the expertise and are willing to help me out with this small project.
2. I made the drawings quick and easy in Windows Paint. To draw some precision parts of the drawing I zoomed 800% (View /Zoom /800%).
I hope you can use Paint as well with good success to let me know the solution.

It is desired that at the push of the spring loaded button the light to flash two, three, four, five etc or a set and desired number of times (probably we need a DIP switch to set this up, a DIP switch as illustrated at Dip Switch ). As no more then 10 flashes are required, it is also required one single DIP switch and one integrated circuit counter to be used. I hope you can help me design such a circuit ...
Above I reproduce the block diagrams I was thinking about, but I need your help to design the exact integrated circuits to count the number of flashes for the figure at the right ...
The bared rectangle above the light bulb signifies the FLASHER (For simplicity and because in addition it makes clicking sounds I am allowed to use the flasher from a car).
The power supply is 12VDC.
Left Figure (Transistor based)

In the figure at the left I used a transistor ... by pushing the spring loaded button, the capacitor charges and opens the transistor. The light will flash several times, weaker and weaker as the capacitor discharges through the resistor. It would be great if you can come up with exact values for the transistor, resistor and capacitor for say approximate three, four flashes.
Right Figure (Integrated Circuit based - Counter) Solution 01

In the figure at the right, by pushing the spring loaded button (energizing for a brief moment Input 1), the counter should start counting ... it counts the impulses at Input 2 ... when it reaches the preset number of flashes the OUT voltage should drop to zero.

Alternatively in stead of a COUNTER, a TIMER can be used ... I hope, unlike the TRANSISTOR, the TIMER can abruptly interrupt the power supply after (selectable by DIP switch?) 2 to 10 seconds ...?
Log of so far received suggestions (but as I said I need turn key solution)

555 timer ... Google will show plenty of tutorials on this topic ... turn key solution not yet offered
