Concentrations vs. Degree-specific Degrees

Hello, I am not actually an engineer, but as prospective engineering student I thought that this would be a good place to get some advice on looking at different college engineering programs.

Does anyone know the difference between having a degree in your specific field (e.g. B.S.E.C.E.) and having a general engineering degree with a concentration in electrical engineering such as one obtainable from LeTourneau University?

I'm looking for some of the pros and cons of the two, as well as how they are viewed differently by employers.
