Can turning off/on lights on April 5, 2020 cause massive electric surge?

Indian Prime Minister Modi has asked the people of India to turn off lights for 9 minutes at 9:00 PM on April 5. Several of my friends are sending messages that if large number of people turn lights on/off simultaneously, it can cause power surge and may lead to power outage. 

I want to know if this is correct? If yes, what is the right way to address this?

BESCOM (Bangalore Electricity Supply) has sent a message that loads like AC, fridge should remain on. Lights, especially the CFL and LED now largely in use, will not cause surges and outage.

Ideally the scenario should be similar to the day time where lights are OFF while rest of the appliances can be on or off. That was the only ask. So this shouldn't be something unusual or unseen occurrence for the generators and distributors.
