Outnumbered, maybe, not outgunned - Women in medtech

Apparently more women than men receive PhDs in biological Sciences, at least in the US. The story is perhaps true in India too.
Another survey shows that women comprise 73% of medical and health services managers and 4% of healthcare company CEOs.
Does this mean that industries are overlooking a useful resource?
