Difference between conference preceeding and journal

  Conference papers are not thoroughly reviewed and even when done, they are done by few people only. So, their robustness remains questionable.
  On the other hand, Journal articles are thoroughly reviewed by specialists of the given field. This makes them almost foolproof.
  More ever, conference papers may talk about many concepts that CAN be included for optimization purpose etc. while journals include only those methods that have been duly approved and tested by the research community.
  
  So, given a choice go, for a journal rather than a conference proceeding.
