Difference B/W Failed to Danger and Failed to Demand

Hey Guys,
Can someone explain the difference between IPF failed to danger and IPF failed on demand in PSA? As per ISA definition Failed to Danger is :
fail-to-danger: the state of a SIF in which the SIF cannot respond to a demand.
Then What is Failed on Demand? anyone?
