Develop Windows App Using Cygwin - How to do it?

So, Cygwin is not a full operating system and therefore it relies on Windows for accomplishing some tasks. For example, Cygwin provides a POSIX view of the Windows filesystem, but does not provide filesystem drivers of its own. From what I am reading, if you learn to use Cygwin effectively it is the same as learning to use Windows effectively.

Has anyone here developed a Windows app using Cygwin? Could you share the basics of it?
