I'm glad that you asked. Here's how a forum system works -

Every member can :

• Post his/her reply in existing discussion (called thread)
• Start a new discussion thread (to seek replies from other members)

So, you can either start new threads or participate in existing discussion by replying to posts. This clearly means you will be able to access and reply to issues/doubts/articles posted by other members.
