It's done through a Mod. The 'Rules accepted' comes handy when resetting the rules for any user. It also helps if someone's ignoring the rules.

While accepting the rules, there's just one option . Users *must* accept the rules before they can post. The 'Yes' button gets activated after 20 seconds. Hold on, I'll reset your acceptance status so that you can check again.
