It's done through a Mod. The 'Rules accepted' comes handy when resetting the rules for any user. It also helps if someone's ignoring the rules. PS: Sorry.
While accepting the rules, there's just one option . Users *must* accept the rules before they can post. The 'Yes' button gets activated after 20 seconds. Hold on, I'll reset your acceptance status so that you can check again.
Wait, were there two options (yes/no) when accepting the rules page? Or just one? I forgot
