Okay, let me explain.
This is a web 2.0 concept. In earlier days (web 1.0 days), you had to visit any frequently updated site for the content. But feeds bring the data to you. A Feed is a data format. Most of the frequently updated sites (including CE Forums) have feeds. You may subscribe to those feeds and get the updated content delivered at a central place [that is your feed reader]. If you want your blog readers to get the content delivered to their feed readers, you should publish a feed. Your users will then subscribe to your blog feed. Whenever you update the blog with a new post, your readers will be get the content delivered, automatically. If you want to check if any site publishes feed, just look for the following icon - I hope this should get you started.
